Paul Vick has headed Duke Medicine’s government relations office since its inception in 1999. He has more than three decades of experience in government relations and public policy work at the federal, state and local levels, including a three-year stint in Washington, DC, as administrative assistant (chief of staff) to United States Senator (and Duke University president) Terry Sanford.
During his career at Duke, he was director for nine years of the university’s Office of Government Relations and Community Affairs, and has held several other university positions overseeing local, state and federal relations, alumni affairs, and special events. He has served as an elected official at the local level as well as an appointed member of numerous state and national boards. He spearheaded the creation of Project Medical Education as a coalition of America’s leading medical schools and hospitals working together to inform Congress about medical education, and served for four years as its executive director.
A 1966 graduate of Duke University, he holds a master’s degree from the University of North Carolina at Chapel Hill.
Mary L. ("Sam") Matthews

Sam Matthews is responsible for planning, coordinating and implementing activities that represent Duke University Health System on issues at the federal and state government levels. She has held this position since 1999. Previously, she worked for three years with the Duke University Office of Government Relations and Community Affairs, and for seventeen years as communications and alumni affairs director for the university’s Nicholas School of the Environment. She has provided communications support for Project Medical Education and has worked as a writer/editor for a special-interest industry magazine. Ms. Matthews has served on several statewide communications evaluation and awards panels, as well as the Society of American Foresters’ national committee on academic accreditation.
She holds a bachelor’s degree from the University of North Carolina at Greensboro and a master’s degree in journalism from the University of North Carolina at Chapel Hill.
Julie D. Gay

Julie Gay is responsible for overall administrative management and coordination of a variety of business related functions such as finance, budget, payroll, space and facilities planning, and policy interpretation and reporting. She provides creative direction and management of special programs and other efforts to build a network of influence among legislators and health policy makers. Prior to joining the government relations team, Ms. Gay served as the national coordinator for Project Medical Education, a program developed at Duke and now a part of the communications initiatives of the Association of American Medical Colleges. Previously, she was coordinator of continuing education programming for Duke University’s Nicholas School of the Environment.
Ms. Gay earned a Bachelor of Science in Business Administration from the University of North Carolina at Chapel Hill.
